Responsibilities
- Global Environment Facility Funds Financial Management: Reviews, analyses and finalizes the preparation of the Global Environment Facility Funds management reports and their revisions on the basis of departmental submissions. Provides substantive support to relevant stakeholder in their review of the Global Environment Facility Funds management reports.
- Reports to the GEF Trustee in accordance with the GEF, Global Biodiversity Framework Fund (GBFF) Financial Procedures Agreements.
- Reviews, analyses and provides detailed inputs to the financial statements of the Global Environment Facility Family of Funds.
- Budget Preparation: Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements including programmatic aspects; ensures compliance with the Global Environment Facility Funds and UNEP rules and procedures.
- Provides detailed input with respect to resource requirements for budget submissions.
- Provides substantive support to relevant teams in their budget review.
Education
- Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of seven (7) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
- At least three (3) years of experience in finance and budget within the United Nations or similar international organization at the professional level is required.
- Experience with financial systems and financial modules of Enterprise Resource Planning (ERP) such as System Analysis Program Development (SAP) is required.
- Experience in review of financial statements is required. Previous experience in fund management and donor reporting to Global Environment Facility (GEF), and/or other global funds is required. At least three (3) years of grant management and donor reporting is required.
- Extensive experience in preparing, advising, and/or interpreting financial information in an IPSAS-compliant or similar accounting environment is required. Experience in drafting complex and comprehensive financial and budgetary or adhoc reports is desirable.
- Two (2) years or more of experience in data analytics or related area is desirable.
