ROLE PROFILE 

Job Summary: 

FAWE Kenya is seeking a dedicated and dynamic Program Officer to lead and manage the implementation of the RiseUpGirls project. The Program Officer will be responsible for designing, executing, monitoring,  and evaluating programs to improve educational outcomes for girls and young women in selected five counties through the RiseUpGirls Project. 

Project summary 

Project Title: Reducing Gender-Based Barriers to Adolescent Girls’ Education and Skill Development in  Kenya 

Partners: FAWE Kenya, in collaboration with an anonymous donor 

Aim: The project addresses and mitigates gender-based barriers hindering adolescent girls’ education and skill development in Kenya. 

Target Counties: The project focuses on five key counties: Turkana, Homa-Bay, Garissa, Kisumu, and  Vihiga 

Expected Outcomes: 

  1. Implementation of Government Policies and Plans to Reduce Gender-Based Barriers: Collaborating with stakeholders to ensure the effective implementation of existing government policies and plans to reduce gender-based barriers to adolescent and young girls’ education. 
  2. Strengthened Gender-Responsive Safe Learning Environment: Enhancing the quality of learning environments in schools to be more gender-responsive and safe, ensuring that girls feel empowered to pursue their education without fear of discrimination or harm. 
  3. Increased Community-Level Actions to Dismantle Harmful Gender Norms and Barriers: Engaging communities in awareness campaigns and actions to challenge and dismantle harmful gender norms and barriers that hinder girls’ access to education, promoting gender equality and empowerment. 
  4. FAWE Kenya Institutional Capacity Strengthened: Building the institutional capacity of FAWE Kenya to effectively implement and sustain initiatives to reduce gender-based barriers to girls’ education, ensuring long-term impact and sustainability. 

Through these outcomes, the project seeks to create an enabling environment where adolescent girls in target counties can access quality education and develop essential skills for their personal and professional growth, ultimately contributing to gender equality and development in Kenya. 

KEY RESPONSIBILITIES 

  1. Program Design and Implementation 
  • Develop and implement comprehensive program plans aligned with WPF’s strategic goals and FAWE Kenya’s mission.
  • She led the implementation of the RiseUpGirls Program in line with the approved Theory of Change, Workplan, and Indicator matrices. 
  • Oversee the execution of program activities, ensuring they are delivered on time and within scope and budget.
  • To promote the program’s objectives, Foster partnerships with educational institutions, government agencies, and other stakeholders.
  • Lead in developing RiseUpGirls work plan, concepts, and activity budget in a timely and qualitative manner and share with the supervisor. 
  1. Monitoring and Evaluation 
  • Establish robust monitoring and evaluation frameworks to assess program impact and outcomes.
  • Conduct regular field visits to monitor program activities and provide technical support to implementing partners.
  • Prepare and submit detailed program reports, including progress, challenges, and recommendations. Track Project deliverables and outcomes. 
  • Monitor project performance in assigned geographic areas. 
  • Develop an evaluation method to assess program strengths and identify areas for improvement. Analyze program risks and manage to ensure the program’s successful outcome. 
  1. Advocacy and Capacity Building 
  • Advocate for gender equity in education at local, national, and international forums. Organize and facilitate training sessions, workshops, and seminars for stakeholders to enhance their capacity in gender-responsive education.
  • Develop communication materials and policy briefs to support advocacy efforts. Build and maintain partnerships and relationships with other organizations, such as nonprofits, government agencies, and non-profit organizations. 
  • Establish contact and build joint representation with other local key stakeholders (e.g., the County and local government) in cooperation with other in-country consortium organizations. 
  • Provide technical support to the government in disseminating key policies, such as the Re-entry Policy of 2020, Guidance and Counseling Policy 2023, and Mentorship Policy 2018, within the five targeted counties and selected schools.
  • Technically Support initiatives that enhance the capacity of teachers and educators to provide a Gender-Responsive and inclusive environment in 15 primary and secondary institutions across the five counties. 
  • Conduct community awareness to dismantle harmful gender norms and barriers to girls’ education. Secure and establish a safe space for adolescent girls, providing them with physical and emotional security. 
  1. Financial Management 
  • Prepare and manage program budgets, ensuring prudent use of resources and compliance with Partner requirements.
  • Oversee financial reporting and ensure transparency and accountability in all program expenditures. Support the operational and financial management of the designated program, ensuring adherence to established program management and financial protocols. 
  • Ensure appropriate financial, programmatic, and impact performance measurement against stated milestones and goals. 
  • Provide secondary-level bursaries to 30 vulnerable girls who are at risk of dropping out of school due to Gender-based violence, including child marriage, teenage pregnancies, and Female Genital  Mutilation. 
  1. Reporting
  • Collection, analysis, and presentation of information needed for program development and implementation. 
  • Lead in preparation, filing, compiling, and disseminating documents/materials relating to the program. 
  • Keep the supervisor informed about program development and ongoing activities by developing and sharing reports. These reports might be generated weekly, monthly, or quarterly. Produce accurate and timely reporting of program status throughout its life cycle. Develop quality monthly, quarterly, semi-annual, and annual reports and ensure proper documentation of project interventions. 
  • Report the progress of the program at regular intervals to the Supervisor. 
  1. Support 
  • Ensure effective quality assurance and the overall integrity of the program – focusing inwardly on the internal consistency of the program and outwardly on its coherence with infrastructure planning, interfaces with other programs, and corporate, technical, and specialist standards. 
  • Technically support the team’s adherence to internal policies and program management standards. Technically support proposal development, partnership development, and management. Technically support review and completion of the Zero Draft of the Education and Training Gender  Policy and the National Education Sector Strategic Plan (2023-2027). 
  • Conduct comprehensive research to identify gender-based barriers impeding girls’ education in the country.
  • Provide technical guidance to the FAWEK journalists’ network to write compelling narratives and stories highlighting the importance of girls’ education and showcase successful examples of girls who have overcome barriers. 
  • Support other programs under the organization when called upon. 
  • Carry out additional work as assigned by the supervisor. 

Preferred Qualifications 

  • A Bachelor’s degree in Education, Social Sciences, Project Management, Development Studies, or a related field. A Master’s degree is an added advantage. 
  • At least seven years of experience in program management, preferably in an education or non-profit organization. 
  • She demonstrated experience ging Partner-funded projects, particularly in education and gender equity. 
  • Strong understanding of the education sector in Kenya, including policies, challenges, and opportunities for girls’ education. 
  • Excellent project management skills, including planning, implementation, monitoring, and evaluation. 
  • Proven ability to work collaboratively with diverse stakeholders and build strong professional relationships. 
  • Strong advocacy and communication skills, with experience in public speaking and media engagement. 
  • Financial management skills, including budgeting and financial reporting.

Terms and Conditions: 

  • Fixed-term contract for two years.
