has been in operation in Kenya since 1975 as commissioned by the Kenyan government. The current thematic areas for the ministry for economic cooperation and
development are in the areas of agriculture, food security and Sustainable Economic Development.  In addition to the already mentioned focus areas, there are also projects in the sectors of good governance, energy and migration.  Other activities GIZ also engages in are in the sectors of economy and sport for development. Furthermore, GIZ using the Civil Peace Service, supports dialogue and peaceful conflict resolution of societal conflicts in Kenya.

The (SED) Cluster was established in 2018 with a focus on promoting youth employment as a priority area of bilateral cooperation between Kenya and Germany.  Initiatives in the cluster apply innovative approaches to promote employment opportunities with a focus on activities that consider human centred digitalization, gender mainstreaming and the emerging green sub-sectors.

The SED cluster is built on three pillars:

  1. Employment promotion and skills development (supply of labour)
  2. Entrepreneurship and business development (demand for labour)
  3. Improving framework conditions for employment promotion e.g. in digitalization and trade

Initiatives in the SED Cluster are commissioned by the German Federal Ministry for
Economic Cooperation and Development (BMZ).  Some of the projects within the cluster are co-financed by the European Union (EU), Finland, German Development Bank (KfW), Norwegian Agency for Development Cooperation (NORAD), and other private companies.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking a Monitoring and Evaluation (M&E) Advisor for the Sustainable Economic Development and Employment Digitalisation Programme (SED) Cluster.

Responsibilities

A.           Responsibilities

 

The M&E Advisor will be responsible for the overall results-based monitoring of the above programme. The Programme Director will provide technical advice on the programme coordination.

 

The M&E Advisor will be responsible for:

 

  • Work on the overall M&E plan to measure the level of achievement for outcome and output indicators for the programme in close cooperation with the external M&E consultant where available.
  • Evaluate value for money (cost effectiveness) by assessing the programme results against the funds spend.
  • Further develop formats being used to monitor implementation of activities and achievement of indicators, partly as computerised checklists.  Cooperate with the M&E Advisors based in Germany.
  • Coordinate and support the external M&E consultants to ensure timely delivery of quality results.
  • Implement results-based monitoring according to plan on general level for the programme.
  • Guide and train monitoring advisors at implementing partner level.
  • Regular standard and ad hoc reporting on operational results and impacts.
  • Knowledge management, data bases on cooperation partners, georeferencing projects, general statistics and filing.
  • Continuous editing the internal programme reports.
  • Provision of data and information for annual programme progress reporting and other programme reports.
  • Gender focal person for the SED Cluster.

 

B.           Tasks

The M&E Advisor will perform the following tasks under supervision of the GIZ Programme Director – Sustainable Economic Development Programme:

 

1.    Result based monitoring

 

  • Improving, updating and follow general monitoring plans, with emphasis on vocational training, private sector and financial system development, trade and economic development, and digitalisation.
  • Contribute to operationalise of projects’ results matrixes in the country context,
    including and not limited to development of monitoring systems and tools using
    available resources e.g. M&E capacity and budget.
  • Coordination for regular and timely submission of monitoring documents by project implementing partners and the external M&E consultants.
  • In collaboration with the Finance Manager and Technical Advisors, evaluate
    expenditure per defined output areas and link project results to budgetary
    allocation, i.e., cost-effectiveness.
  • Control data and information provided by implementing partners for quality and
    timeliness.
  • Continuous improve monitoring formats, partly computerised/ web based.
  • Provide guidance and training in monitoring of activities on the basis of GIZ and other software and databases.
  • Briefing of team members on programme M&E requirements and assist in the follow up on adherence to requirements and procedures.
  • Updating the knowledge on changes adapted by GIZ Headquarter M&E teams on monitoring, assist briefing of team on changes and assist updating of results-based matrix structures when required to adopt the changes, especially on vocational training, private sector and financial system development, trade and economic development, and digitalisation.
  • Carrying out of basic training in M&E for team members.
  • Close working relationship and assistance to projects team members in M&E
    personnel, M&E focal people and technical advisors.
  • Provide timely input for the preparation of reports and presentation material.
  • Facilitate team meetings in connection with M&E and prepare data as PowerPoint Presentations wherever required.
  • Planning, coordinating and documenting of meetings, workshops, seminars and other programme activities related to M&E and planning.
  • Carry out M&E site visits to projects if necessary and maintain repeated field
    visits in accordance with the requirements of the programme.
  • Evaluate collected data through external experts wherever required.
  • Assist planning and monitoring of assignments of implementing organisations and external experts (consultants) and assist in assurance of cost-effective
    services.
  • Assist in ensuring editing and coherence of different programme documents, including the project internal reports (monthly, quarterly and annual) as per the donor requirements.

 

2.    Reporting on programme results

  • Documentation of monitoring information on programme progress.
  • Prepare documents and reports ad hoc, monthly, quarterly and yearly on the status of programmatic results.

 

3.    Knowledge Management

  • Add monitoring data in GIZ software, web-based monitoring tool and other databases.
  • Filing of documents related to monitoring data on local GIZ server, DMS.
  • Gather of information and aggregate data for processing on programme’s measures and results for communication purposes.
  • Prepare appropriate input to various programme reports and publications.

 

4.    Gender related tasks

  • Provide guidance to projects of gender mainstreaming interventions and measurement.
  • Coordinate Cluster activities on gender topics.
  • Responsible for aggregating results on gender and preparing relevant reports.

 

5.     Other duties/additional tasks

  • Contribute to the cooperation with and the ensuring of regular contacts and dialogues with other team members within the programme’s environment in order to enhance and maintain good working relationships.
  • Perform other duties and tasks at the request of supervisor.

 

C.           Required qualifications, competences and experience

The technical professional should have the following qualifications, competences
and experiences:

1.     Qualifications

  • University degree in M&E or in an area that is related to the programme result areas (e.g. skilling and sustainable economic development).
  • Extensive practical knowledge in M&E.

 

2.     Professional experience

  •  Minimum 3 years professional experience in/with an international organisation
  • Minimum 3 years professional experience in Monitoring and/or Evaluation
  • Knowledge of planning and implementation methods and procedures of the (German) Development Cooperation are an advantage.

 

3.     Other knowledge, additional competences

  • Very good working knowledge of ICT technologies (related software, phone, email, internet), computer applications (e.g. MS Office 365 – MS Excel), specific data collection and statistical softwares such as KoboToolbox, Spata, SPSS.
  • Good competency in data analysis, research skills, writing and communication skills, excellent verbal, analytical, and organisational skills.
  • Strong communicative skills, good interpersonal skills and a willingness to cooperate effectively with colleagues are assumed.
  • Pro-active, independent and flexible attitude.
  • Precise, keen attention to details, punctual and efficient behaviour.
  • Very good knowledge of English, written and spoken.
  • Willingness to travel to the field for periodic monitoring. Eager to learn M&E within the given standards and tools of GIZ.

 

D.           Duty Location

The duty location is Nairobi.

E.           Duration of Assignment

The initial contract will run until 31.12.2025
