Requirements for Appointment:
A person is qualified for appointment as a Secretary/Chief Executive Officer if the person:-
- Is a citizen of Kenya;
- Holds a degree from a university recognized in Kenya;
- Has at least ten years relevant professional experience;
- Has at least five years’ experience in a leadership position at senior management level in a public service or private sector organization; and
- Meets the requirements of leadership and integrity as prescribed in Chapter Six of the Constitution;
Duties and Responsibilities
The Secretary shall be —
- The Chief Executive Officer;
- The head of the secretariat of the Commission;
- The accounting officer of the Commission;
- The custodian of the records and seal of the Commission;
Responsible for —
- The execution of the decisions of the Commission;
- Assignment of duties and supervision of the staff of the Commission;
- The preparation and submission of the programmes necessary for the achievement of the Commission’s mandate for approval by the Commission;
- Ensuring compliance by the staff with the values and principles of the public service; and
- The performance of such other duties as may be assigned by the Commission or any other written law.
The Secretary/Chief Executive Officer shall be accountable and answerable to the Chairperson and members of the Commission in the performance of his/her duties and responsibilities.
