- The HR Assistant reports to the Human Resources Officer responsible for the assigned areas of work and works in close collaboration with other HR team members. The incumbent applies WHO staff regulations and HR procedures, practices and guidelines and exercises judgment in their application. The incumbent works independently under general guidance of the responsible supervisor and seeks guidance on sensitive and complex cases where no precedents exist. Work is controlled by the supervisor on ad-hoc basis for meeting of the requirements and quality. Incumbent has regular contacts and interaction with the Global Service Centre GSC/HR and GSC/Payroll to trouble shoot and follow up on individual cases.

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:
- Act as focal point for the HR Plan and HR Dashboard, support the creation and classification of position in GSM. Ensure compliance with WHO rules and regulations.
- Support the responsible HR Officer(s) in managing activities and processes related to a broad range of human resources management areas in response to outbreaks and health emergencies including roster management, recruitment and selection, sourcing and matching, deployment and contracts.
- Monitor and track contracts, initiate appointment actions, contract extensions, separation and other personnel actions in GSM.
- Prepare regular HR reports and brief other HR Assistants and staff and non-staff on WHO rules and regulations and liaise with HRD and GSC to respond to individual queries.
- Initiate contracts, liaise with GSC for issuance of contracts and submit claims.
- Prepare agenda and provides relevant documentation required for recruitment related meetings.
- To provide guidance and briefings to staff on conditions of service and deployment procedures as well as on all aspects of HR procedures, practices and policies.
- Upon request provide support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency.
- Initiate deployments to support health emergency events across the region by taking swift action to request the necessary documentation to issue a contract in emergency mode, liaising with travel for travel arrangements, initiating emergency TRs.
- Follow up on deployed staff and affiliates to ensure expired contracts are extended without any delay and keep records for proper monitoring of expiry and end of contract.

- At least 5 years of relevant experience in HR management support and administrative work.
Desirable
- Experience working in WHO or another UN Agency in the area of Human Resources Management.
- Proven experience in the use of WHO’s Global Management System GSM or another oracle-based Enterprise Resource Planning (ERP) system or other similar systems.
