Duties and Responsibilities
This is the entry and training grade for this cadre. An officer at this level will
work under the close supervision and guidance of a senior officer. Duties and
responsibilities will entail: –
i. preparing drawing and designs for manufacture and fabrication of tools,
equipment and machine/plant/vehicle components;
ii. designing project;
iii. project costing and budgetary preparations;
iv. documenting and managing contract;
v. ensuring professional standards; and
vi. repairing and preparing maintenance schedules for vehicles and plant
machinery.
Plant Operator – 9 Posts

Terms of service: Permanent and Pensionable
For appointment to this grade, a candidate must have:
- Kenya Certificate of Secondary Education mean grade D (Plain) or an equivalent qualification from a recognized institution;
- Passed the suitability test for plant operators;
- A valid Driving License free from current endorsements for class(es) of machine(s) that one may be required to operate;
- Be able to operate at least two (2) plants of difficult rating ‘C’; and
- Attended a First Aid Certificate Course lasting not less than one (1) week from St John Ambulance or the Kenya Institute of Highways and Technology (KIHBT) or any other recognized institution.
Duties and Responsibilities
This is the entry and training Grade for Plant Operators. The officers will be deployed either in the Department of Infrastructure or Department of Water, Environment, Energy, Climate Change and Natural Resources. Duties and responsibilities will entail;
- Operating machines of; difficult ‘rating’ C,
- Assisting machine attendance in identifying possible breakdowns;
- Liaising with mechanics for servicing;
- Making daily and weekly oil checks; and
- Maintaining the cleanliness of the plants.
Land Valuer

For appointment to this grade, a candidate must have:
- Bachelors’ degree in any of the following disciplines; Land Economics, Real Estate and Property Studies or its equivalent qualification from a recognized institution; and
- Certificate in computer application skills from a recognized institution.
Duties and Responsibilities
This will be the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities at this level will entail: –
- Collecting data for the National Land Value Index;
- Collecting and analysing market data for valuation purposes;
- Apportioning rents following sub-divisions, change of user and lease extension;
- Undertaking Stamp Duty valuation;
- Inspecting land and properties for rating, purchase, sale and leasing purposes;
- Making searches on titles in land registries for various valuation purposes:
- Calculating areas from building plans and maps;
- Measuring buildings in the field for valuation and preparing plans and lists of plot owners and areas affected by land acquisition projects; and
- Filing stamp duty valuation reports.
Land Surveyor II – 2 Posts

- Bachelor’s degree in any of the following disciplines: Land Surveying and Photogrammetry, Geomatics, Geomatic Engineering, Technology in Geomatics, Technology in Geoinformatics, Geo-spatial Engineering, Philosophy in Technology (Survey) or equivalent qualification from a university recognized in Kenya; and
- Registered as a member of Institution of Surveyors of Kenya.
Duties and Responsibilities
- An officer at this level will work under the guidance of a senior officer. Duties and responsibilities include: – carrying out angular and distance measurements and computation for medium and high density topographical, general engineering, subdivisions schemes, medium area cadastral and photo-control surveys.
Geo-Information Officer II

Duties and Responsibilities
This will be the entry and training grade for Geo-information Officers. Duties and responsibilities will include:
- Developing animal, land use and land cover geo-databases;
- Undertaking data verification and quality control based on defined procedures;
- Carrying out data analysis;
- Undertaking statistical analysis;
- Producing density distribution maps; and
- Maintaining in-house GIS application programs.
Housing Officer II – 6 Posts

For appointment to this grade, a candidate must have:
- Bachelor’s degree in any of the following: Sociology, Community Development, Economics, Statistics, Environmental Studies, Geography, Architecture, Interior Design, Landscape Architecture, Civil/Electrical /Mechanical/Structural Engineering, Land Economics, Building Economics, Construction Management, Valuations and Property Management or equivalent qualification from a recognized university.
Duties and responsibilities
This will be the entry and training grade for non-professional degree holders in this cadre. An officer in this grade will be deployed in the Housing Development and Management and Slum Up-grading Departments and duties will entail
- Collection of data on housing to up-date the housing database andestablish the levels of demand and supply;
- Identification of land for housing development; and
- Disseminating information on appropriate building technologies to stakeholders under supervision of a senior officer.
