General Manager – Corporation Secretary and Legal Services
KEY RESPONSIBILITIES:
- Advise the Fund on legal matters and monitors compliance to various applicable laws and regulations;
- Initiate policy, strategy and programs for Legal Services and Ethics & Integrity functions;
- Provide timely legal advice to assist the Fund in making informed decisions;
- Keep safe custody of the seal of the Fund and accounts to the Board for its use
- Assist the Board in carrying out; Board induction and training, Update the Board, Preparation of Board work plans, Board evaluation, Governance audit, Implementation of the Code of Conduct and Ethics;
- Provide Secretarial services to the Board of Trustees, Board Committees and EXCOM;
- Ensure that the Fund operates within its established legal framework and complies with statutory and other regulatory requirements by undertaking periodic legal audit compliance;
- Co-ordinate and ensure representation of the Fund in courts or/and quasi-judicial institutions including dispute resolution forums;
- Oversee the debt recovery process and selection of external counsel for litigation and conveyancing;
- Coordinate all legal matters in liaison with State Law Office, Government Ministries & Agencies, external counsel and third parties;
- Develop and review security documentation, leases, service level agreements, contracts, and all legal instruments that relate to the Fund;
- Provide advisory services on the implementation/management of the legal recovery processes in accordance with legal instruments entered into;
- Ensure that Intellectual Property Rights are registered and secure;
- Ensure Safe custody of the Fund’s seal and record of its usage, minute books and instruments of Fund;
- Update the Board, Management and staff on new development in legal environment, providing advisory service, offering legal opinions/advice, identification and mitigation of legal risks and interpretation of legal instruments and statutes;
- Prepare the annual calendar of Board/Board Committee/EXCOM meetings;
- Ensure proper execution of contracts by authorized signatories;
- Ensure timely compliance with rules and regulations affecting the Fund, including the Code of Conduct and Ethics;
- Attend to all legal matters of the Fund including vetting and drafting of legal agreements in relation to the Fund’s operations; and
- Enhance ethics, integrity and corruption prevention in the Fund.

- Master’s Degree in Law, Finance, Business Management, Business Administration or a related field from a recognized institution;
- Bachelor’s Degree in Law, Finance, Business Management, Business Administration or a related field from a recognized institution;

General Manager – Finance and Investment
KEY RESPONSIBILITIES:
- Develop and implement financial strategies that support the Fund’s goals and objectives;
- Develop policy guidelines on all matters related to management of the Funds’ properties;
- Develop and oversee the fund’s investment portfolio and making decisions that will maximize returns;
- Develop a robust investment policy statement for the Fund in line with corporate objectives;
- Create and manage budgets to ensure efficient allocation of financial resources;
- Manage cashflows, liquidity and working capital to support the Fund’s operations;
- Conduct financial analysis to evaluate investment opportunities and cost cutting measures;
- Maintain system of accounts and keeping books and records on all transactions and assets and Oversee the financial audit of the Fund;
- Create financial forecasts and models to support long-term planning and decision making;
- Implement cost control measures to enhance profitability and efficiency;
- Prepare financial statements, reports, and present to Senior managers and the Board;
- Identify and manage financial risks and develop policies to mitigate them;
- Develop and maintain strategic relationships with key stakeholders;
- Monitor performance of the Fund’s assets and liabilities;
- Carry out feasibility analyses on viable investment opportunities;
- Analyze the Funds’ financial performance in comparison with the industry trends, identifying and managing risks including stress tests and scenario analyses;

- Determine investment goals and strategies in consultation with Fund managers;
- Conduct feasibility studies and making recommendations on the development concepts, land acquisitions, preliminary programs and budgets;
- Oversee ongoing projects including reviewing progress with contractors, consultants and project managers;
- Ensure compliance with regulations including timely payments of statutory fees; and
- Ensure the Fund’s properties are maintained at the highest habitable state.

- Master’s Degree in Actuarial Science, Finance, Accounting, Economics, Commerce or a related field from a recognized institution;
- Bachelor’s Degree in Actuarial Science, Finance, Accounting, Economics, Commerce or a related field from a recognized institution;

General Manager – Human Resource and Administration
KEY RESPONSIBILITIES:
- Formulate and ensure implementation of leading Human Resource, Administration and Security strategies and policies in line with Fund’s core values and Kenyan Labour laws;
- Set divisional goals and provide necessary direction to managers within own purview based on the Fund’s aspirations;
- Ensure continuous review and assessment of the effectiveness and efficiency of the Fund’s HR policies, procedures and processes and identifying improvement opportunities;
- Advise on appropriate organizational structure, aligned to the Fund’s talent management, HR operations and administration strategy; to maximize organizational effectiveness;
- Contribute to and advise on change management, especially with regards to the development and shaping of the workforce in line with business needs and considering current HR trends;
- Sett and continuously review employee engagement benchmarks and KPI’s based on best practice to align with the Fund’s strategy and advice on changes as appropriate;
- Ensure the Fund acquires, trains, develops and retains high calibre, skilled and wellmotivated employees capable of matching present and future operational and business requirements in line with the Fund’s Strategy;
- Oversee the Fund’s performance management system and advising senior management on appropriate benchmarks for staff; Continuously reviewing, managing and putting forward proposals with regard to compensation and benefits to ensure that the Fund remains a competitive employer;
- Manage the Fund’s Human Resource Information Systems to ensure efficiency and effectiveness of service provision to internal customers and timely provision of reports;
- Ensure the provisions of the Data Protection law are implemented to the letter;
- Monitor negotiations of the Collective Bargaining Agreement (CBA) and ensuring the implementation of agreed recommendations e.g. salary increases, leave, allowances etc.;
- Regularly update the office procedures manual and ensure that the provisions havebeen fully implemented; and Managing administration services staff to ensure effective management of office premises including utilities and facilities, travel and accommodation and ensure these are secure and efficiently utilized.
- Oversee facility management and protection of the Fund’s property, office premises and assets, both developed and undeveloped;

- Gather intelligence on potential security threats to the Fund’s assets and personnel and devise mitigation strategies.

General Manager – Internal Audit
KEY RESPONSIBILITIES:
- Develop an annual audit plan based on a risk assessment to determine areas that need to be audited in the Fund
- Formulate and coordinate the implementation of internal audit and risk assessment policies, strategies and plans;
- Ensure internal audits are conducted to assess the effectiveness of internal controls, risk management and compliance with policies and regulations;
- Identify and evaluate risks within the Fund and develop strategies to mitigate the risks;
- Prepare audit reports that summarize findings and recommendations and present to the Senior Management and the Board;
- Recommend improvements to existing processes, to enhance efficiency and effectiveness;
- Ensure the Fund complies with the various laws and regulations and advise on changes that will ensure compliance
- Provide reasonable assurance on the state of risk management, control and governance within the Fund;
- Investigate and detect fraudulent activities within the Fund and implement measures to prevent future occurrence:
- Assess whether resources are acquired economically, utilized efficiently and adequately protected;

- Liaise with external auditors on annual audit exercise;
- Monitor and track implementation of audit recommendations and verify corrective actions taken;

General Manager – Social Security
KEY RESPONSIBILITIES:
- Formulate and ensure implementation of leading social security administration strategies that will drive up member registration and improve collections;
- Provide input into development of the Fund’s strategy, including any action plans and budgets;
- Set departmental goals and providing necessary direction within the Division;
- Keep abreast of local and global leading practices and trends and making recommendations to the Managing Trustee/CEO and departmental heads on how this impacts the Fund;
- Develop and implement strategies that will ensure that ensure that the Fund’s social security offerings are in line with member requirements and drive the growth of member registration through-out the country;
- Lead the development of the Fund’s member registration and contribution guidelines, policies and direct implementation of the same, ensuring that they are in line with relevant legal and statutory guidelines and best practices;
- Drive the identification of risks inherent in social security operations and articulate mitigating steps for addressing them in conjunction with the Risk Management Department.
- Ooversee the preparation of periodic reports on member registration and contribution collections;
- Oversee the maintenance and management of information including membership, contribution and benefits databases;
- Ensure the implementation of efficient data and records management systems that will guarantee the integrity of data and information resources;
- Ensure effective management of the interfaces connecting head office operations, regional offices and branches; and
