Under the overall supervision of the Deputy Country Representative and with a matrix technical supervision of the Team Leader EVAWG, the Programme Analyst will support with implementation of the programme. The Programme Analyst will work on supporting the implementation of EVAWG programme with strong focus on women access to justice, violence against women in elections and engaging young women and men in prevention and response to GBV. S/he supports the delivery of UN Women programmes by analyzing results achieved during implementation monitoring and reporting of the programme activities; as well as supporting appropriate application of systems and procedures. She/he works in close collaboration with the Programme specialist and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under his/her portfolio, as well as liaising with relevant stakeholders and partners.Duties And ResponsibilitiesContribute technically to the development of programme strategies in the area of Ending Violence Against Women and Girls

  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to Ending Violence Against Women and Girls
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to EVAWG.
  • Contribute to review of bills, laws and policies on EVAWG to ensure conformity with global norms and standards.

Provide technical support to the implementation and management of the Programme on Ending Violence Against Women and Girls

  • Coordinate and ensure high-quality implementation of the UN Women EVAWG Annual Workplans, including women access to justice activities by providing technical support and overseeing implementing Partners annual workplan implementation;
  • Coordinate and monitor the implementation of EVAWG programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management.

Provide technical assistance and capacity development support to project/programme partners

  • Provide technical and policy support to country office in developing and strengthening projects/ programmes in on EVAWG.
  • Contribute the development and implementation of technical tools, and initiatives that contribute to the realization of EVAW Annual Work Plans.
  • Build and manage relationships with national partners to support implementation and expansion of the EVAWG programme.
  • Provide strategic direction and technical advice on any potential emerging needs.
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

Provide technical inputs to the monitoring and reporting of the programme/ project

  • Manage the monitoring of programme/ project implementation and finances using results-based management tools working closely with M&E colleagues.
  • Conduct field missions, spot checks and review reports on monitoring missions to ensure recommendations and feedback are fully implemented.
  • Substantively contribute to drafting of internal and external reports that are results based and of high quality.

Provide technical inputs to the leadership of people and management finances of Ending Violence Against Women and Girls programme

  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Support to oversee the work of Programme Associates and Assistants as needed.

Contribute to building partnerships and resource mobilization strategies

  • Support to develop and implement partnerships and resource mobilization strategies.
  • Support to finalize relevant documentation on donors and potential opportunities for resource mobilization.
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Provide technical inputs to inter-agency coordination on Ending Violence Against Women and Girls to achieve coherence and alignment of UN Women programmes with other partners in Kenya

  • Provide technical support to the Programme Team Leader on inter-agency coordination related activities by providing inputs to background reports, briefs, and participating in technical working groups/committees as needed.
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.
  • Advocate for the engagement and participation of women’s organizations and civil society networks in GBV coordination mechanisms.
  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

Manage advocacy, knowledge building and communication efforts

  • Develop and provide technical review background documents, briefs and presentations related to the EVAWG.
  • In the absence of EVAWG Programme Team Leader, represent UN Women in meetings and policy dialogues on issues related to EVAWG as necessary.
  • Identify best practices and lessons learned to guide programme improvement and strategy planning.
  • Contribute to develop knowledge management strategies, products and methodologies on EVAWG.

Required Skills And ExperienceEducation and certification:

  • A project/programme management certification would be an added advantage.

Experience:

  • At least 2 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring, results-based reporting and evaluation of development projects;
  • Technical experience in Ending Violence Against Women and Girls, with special expertise in women access to justice
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading a team is an asset.

Language Requirements:

  • Fluency in English and Swahili is required;
  • Working knowledge of another official UN language is an asset;
  • Knowledge of any Kenyan local language is an asset.
