JOB CONTEXT:

HI has been present in Kenya since 1992 and is part of the East African Regional Program, including Rwanda and Uganda. The Kenya operations include Health and Rehabilitation, Social and Economic Inclusion, Inclusive Education, Protection, and Inclusive Humanitarian Action. Projects are within the Dadaab Refugee Camp and host communities in Garissa Region, Kakuma Refugee Camp & Kalobeyei Settlement Scheme, Turkana West Region, and greater Nairobi. The Strengthening Inclusive Protection, Rehabilitation and MHPSS (SIPRM) project is in Kakuma-Kalobeyei and Dadaab refugee camps and host communities. The project is to support the identification, protection, and provide basic services and specific needs of people with disabilities to facilitate and improves access to learning, and employment opportunities, access to quality rehabilitation, and MHPSS services, including access to appropriate assistive devices, and therefore increasing ownership of their life and participation in community engagement. YOUR MISSION:

Key role:

• Reporting to the Project Manager, the Disability Inclusion Officer is responsible for managing and supporting the delivery of disability inclusion services, including advocacy and awareness creation, facilitating accessibility audits, capacity building partners on IHA, referral of persons with disabilities for inclusive services to achieve their highest potential, such as improved life skills, and participation in the community activities. S/he will support the SIPRM project to ensure the full inclusion of persons with disabilities in all project interventions. The officer will be responsible for managing the work of Community disability workers, allocating and utilizing resources in an efficient manner

• Additionally, S/He contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where he is based. The Inclusion Officer contributes to the implementation of his project activities implementing his project activities, ensuring the optimal quality and the project’s impact, ensuring the optimum quality impact of the project. He works closely with the program technical team.

Responsibility 1: Delivery of direct services to people with disability in the refugee camp with the Disability Inclusion Workers (CIWs)40%

• Supervise the daily activities related to disability mainstreaming and inclusion in the Camps.

• Disability Inclusion Workers (CIWs)

• Conduct mapping out and referral of persons with disabilities for inclusive services in the camp and settlement together with OPDs and DICS

• Conduct barrier assessments together with CIWs/OPDs/DICs on the beneficiary’s home/work/school environment and develop a plan, set realistic goals based on their needs, and conduct modification/recommendations as required.

• contribute to the development and management of the budget allocated for disability inclusion activities.

Responsibility 2: Support the sustainability of learning and skills to the community inclusion workers and partners25%

• Conduct training needs on AGD, DCP, CRPD, etc, design, development, facilitating training to CIWs, OPDS, and DICs, and follow-up learning in the field.

• Coordinate the recruitment, training, and mentorship of new refugee Community Workers supporting the project.

• Coordinate with the project manager and regional Technical Unit to validate training and other project technical requirements.

• Create disability advocacy and awareness field strategies and provide guidance and technical support to the other project staff and partners

• Capacity build partners on disability inclusion (accessibility, barrier and enablers, disability etiquette, etc)

• Mentor and coach members of DICs representing refugees with disability towards their active promotion of inclusion in education, health, livelihood, emergency, and other sectors in Kakuma camps, Kalobeyei settlement, and host community.

• Mentor and coach DIWs on the job

• Organize peer-to-peer training on disability mainstreaming and inclusion through OPDs, DICs, and DIWs

• Enhance the capacity of refugee staff, DICs, community leaders, and OPDs to facilitate the implementation of advocacy activities

Responsibility 3: Coordination and collaboration with partners in quality service delivery, and disability inclusion – 15%

• Take part in the interdisciplinary approach together with the Rehabilitation and PSS team to develop Action plans for inclusive services delivery with HI internal projects and other external services.

• Participating in preparations of annual international calendar days with the team and partners.

• Coordinate and promote synergies of HI rehabilitation workers and those of other partners for smooth implementation of activities and better teamwork at the community level.

• Take part in the different thematic working groups to promote disability inclusion.

Responsibility 4: Contribute to HI project quality standards –20%

• Ensure updated records, reports, and case documents.

• Provide regular performance reports for DIWs based on their task

• Attend multidisciplinary case meetings to discuss, plan and review ongoing cases. 

• Provide timely submission of quality technical reports of beneficiaries and community partners on disability inclusion activities.

• Document lessons learned on the disability mainstreaming and inclusion process at the camp level

• Contribute to the project monthly, and quarterly, donor reports, on activity progress indicators, budget, and the expected outcomes

• Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global HI standards, and collect and compile project-related data in the relevant database
