Purpose of Job
To provide administrative, logistical and personnel management and leadership for the office. Also, to follow up on all protocols, transport of the gusts and other officials visiting and facilitate the work of the Mission services as directed, including in preparation of workshops, meetings and conferences.
Main Functions
• Manage the personnel working for the office and ensure that the staff assigned to the office have the requisite professional knowledge and work experience commensurate with the task assigned to them;
• Coordinate the protocols and transport of the elected officials, staff delegates and other official guests visiting the organization;
• Liaises with local authorities, mission stakeholders, and UN Agencies and other parties on behalf of the mission in Nairobi;
• Preparing and submitting reports to the mission area on the implementation status of the activities executed;
• Directing and coordinating administrative and logistical matters of Mission in accordance with the AU Commission administrative logistical policies and guidance;
• Providing back-stopping services in the areas of administration and logistics to the ATMIS Liaison Office and rendering any assistance required.
• Devising and putting in place an efficient administrative and logistical system in the ATMIS Liaison Office in Nairobi;
• Perform any other duties as may be assigned by the immediate supervisors.
Specific Responsibilities
• Effectively coordinates actions relative to the administration of human resource activities, e.g., placement, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of AU rules and procedures.
• Devising and putting in place an efficient administrative and logistical system in the ATMIS MSRO in Nairobi.
• Directing and coordinating administrative and logistical matters of Mission in accordance with the AU Commission SRR and administrative logistical policies and guidance.

• Coordinate the protocols and transport of the elected officials, staff delegates and other official guests visiting the organization.

• Providing back-stopping services in the areas of administration and logistics to the ATMIS Liaison Office and rendering any assistance required.
• Preparing and submitting reports to the mission area on the implementation status of the activities executed.
• Takes the lead with respect to the preparation and implementation of the work program, ensuring that financial resources are utilized to implement activities in accordance with the Program Budget and allotments issued.
• Oversees work related to procurement, billing, and receipt of income from various services, operational travel program, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
• Reviews adequacy of departmental space requirements.
• Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
• Perform any other duties as may be assigned by the immediate supervisor.
Academic Requirements and Relevant Experience
• Master’s degree in Business Administration, Management, Political Science, Public Administration, Human Resource Management, Development Studies, International Relations, law or any related discipline, with ten (10) years of experience at national, continental or international level of which six (6) years at managerial level and Three (3) years at supervisory Level.
Or
• Bachelor’s degree in Business Administration, Management, Political Science, Public Administration, Human Resource Management, Development Studies, International Relations, law or any related discipline, with twelve (12) years of experience at national, continental or international level of which six (6) years at managerial level and Three (3) years at supervisory Level.
• A higher qualification and experience in Peacekeeping will be and added advantage.
Required Skills
• Ability to work closely with governments, NGOs and multi-lateral institutions in complex political affairs, peace and security undertakings.
• Computer literate and well versed in the use of the Internet, Power Point, Excel and Word.
• Excellent writing, negotiating, analytical and communication skills.
• Ability to work in a multicultural setting.
• Ability to work in a hardship context and highly pressurized and sometimes hazardous environment.

TENURE OF APPOINTMENT:
The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:
The salary attached to the position is an annual lump-sum of US$ 150,341.56Â (P4 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 109,105.31 inclusive of all allowances for locally recruited staff of the African Union Commission.
