Under the supervision of the Deputy Management Consular Officer (DMCO), the Consular Officer manages the delivery of consular services on behalf of the High Commission of Canada, contributes to the High Commission’s emergency management preparation in support of the Canadian community, liaises with Canada’s Honorary Consul in Uganda and provides administrative support to the program.

Summary of Duties:
The Consular Officer assists in managing the delivery of passport and citizenship services to Canadians within the Mission’s area of accreditation (Kenya, Uganda, Burundi, Somalia and South-Sudan); provides notarial services; oversees the delivery of routine and general assistance and information to the Canadian community which includes developing of social media campaigns; developing and maintaining awareness of the local environment and building a network of relationships to facilitate the delivery of consular services; supervising the Consular Coordinators and Clerk; providing administrative support, including financial, to the Consular program, and performing other related duties, including but not limited to supporting consular related visits by Canadian government officials as well as assisting the Mission in its operations and activities as directed.

ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Education:
Candidates will be required to provide proof of the completion of their education.
- Degree from a recognized university.
Language:
- Advanced level in English (oral and written)
- Intermediate level in Swahili (oral and written)
- Intermediate level in French (oral and written)
Note: Written and oral proficiency for all languages required will be tested. Candidates who do not meet one or any of the language requirements will automatically be disqualified.
Experience:
- Three (3) years of *recent experience responding to public inquiries or providing client service (external or internal clients)
- Three (3) years of *recent experience in the preparation of a variety of documents (e.g. briefing notes, presentations)
- Three (3) years of *recent experience writing administrative correspondence to government organizations or other authorities
- Experience in managing** a high volume of cases
- Experience dealing with local authorities, for example, Police, Directorate of Immigration, Public authorities, etc.
*Recent work experience is defined as within the last ten years.
**Managing caseloads will be assessed using one or more of the following criteria: the volume (number), depth (seriousness/ importance/level of details) and diversity (variety) of work handled, level of analysis conducted, and the level of autonomy.
RATED REQUIREMENTS
The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.
Knowledge:
- Extensive knowledge of the local environment, particularly of the structure of local authorities and the services they offer

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- Recent* experience working for a diplomatic mission, or a governmental or international organization
- Recent* work experience applying and interpreting directives, policies and procedures in a regulatory environment
- Recent* work experience in Canada or in an organization linked to Canada
- Currently hold an active Reliability Clearance issued by the Canadian Government
- Knowledge of Global Affairs Canada (GAC) and its Consular mandate
- Supervisory experience
- Knowledge of collaboration tools (MS 365, Teams, SharePoint)
* Recent experience is defined as within the last five years
Operational Requirements:
- Working hours: 37.5 hours per week compressed, Monday to Thursday (7.30am to 4.00pm), Friday (7.30am to 1pm)
- Willing and able to work overtime (i.e. evenings and weekends), as required on short notice
- May be required to travel locally and internationally
- Requirement to work directly with the public in situations which may be psychologically and emotionally difficult
Conditions of Employment:
