Terms of Reference
The Irish Consortium on Gender-Based Violence (ICGBV) believes in a world without fear of violence against women and girls. It is comprised of 14 organisations: 12 International NGOs, Irish Aid, and the Irish Defence forces.
Established in 2005 as a response to reports of ongoing and systematic sexual violence against women and girls in the Darfur Region of Sudan, we work together to increase knowledge and understanding of violence against women and girls, and to ensure high-quality programming and policy responses, in both Humanitarian and Development settings. We also build leadership to support our shared vision of a world free from gender-based violence.
As part of the ICGBV 2021-2026 Strategic Plan, Strategic Priority 2: Advance Gender Based Violence Risk Mitigation within Humanitarian and Development Work, the ICGBV will be hosting a training on how to best conduct monitoring, evaluation, accountability, and learning (MEAL) in relation to Gender-Based Violence.
Role/Purpose
The facilitator is requested to host a 3 day training on gender based violence – how to best conduct MEAL in humanitarian and development contexts. It is an in-person training with a maximum of 25 participants. It’s expected the facilitator will train participants on:
- How to undertake MEAL with a respectful, ethical and survivor sensitive ethos
- Understanding the principles underlying the selection of an appropriate design for program evaluation and monitoring;
- Understanding how to design research tools, identify data sources and methods as well as identify appropriate indicators used to acquire information to assess program impact in relation to gender based violence;
- Design a strategy to monitor a program and/or assess impact in relation to gender based violence;
- Critically analyse both the opportunities and the limitations that emerge when working with digital technology for program MEAL;
- Best practice for incorporating findings into results-based management, in particular, gender based violence measures,
- Rapid MEAL skills in humanitarian contexts in relation to gender based violence.
Terms
The training will be in-person in Dublin, Ireland. It will take place over 3 days in September. Training should incorporate a mixed methodology of learning such as activities, presentations and scenarios.
Impact
This training will give all attendees an understanding of MEAL, how to incorporate gender based violence sensitivity across MEAL practices as well as key steps to strengthen MEAL when working on gender based violence specific programming. Attendees will leave with knowledge that they can share with colleagues as well as handouts to prompt the implementation of what was learned throughout the training.
Essential Criteria
There are several essential criteria for this position:
- Experience conducting Trainings
- Knowledge of Gender Based Violence Monitoring, Evaluation, Accountability and Learning
- Knowledge of Humanitarian and Development contexts
- Experience using mixed methodology learning exercises
