JOB SUMMARY
Reporting to the Finance Manager, the ICT Officer will be responsible for the timely availability and reliability of information processing system technologies for smooth Sacco operations and dissemination of information, by aligning information technology with business requirements. S/he will support in outlining the Sacco’s ICT vision, implementing ICT programs, and ensuring that resources within the ICT function are aligned with the organization’s organization strategy and needs. The ICT Officer will drive a culture of embracing ICT across the organization user community and work very closely with organization leaders and user departments as ICT expert, while supporting decision making on ICT issues that will impact the current and future operations of the Sacco.
DUTIES & RESPONSIBILITIES
ICT Strategy Planning & Implementation
- Participate in formulating corporate strategies, policies, plans and budgets.
- Be part of the team that forecasts, plans, researches and selects new technologies enabling the Sacco to attain its organization goals, and lead and direct interdepartmental teams towards integration of these new services into the larger organizational network.
- Work closely with the management team to map out the Sacco’s technological vision and ensure that the technological resources are aligned with the organization’s organization needs in achieving its vision.
- Champion the implementation and maintenance of the ICT strategic plans developed.
- Develop of Computer Security policies for review and approval
- Ensure proper implementation of ICT change management control processes, systems development as well as network development.
- Formulate and ensuring the implementation of effective ICT risk management strategy.
- Advice the management on software customization/ domestication and hardware needs from time to time.
- Ensure an efficient effective and secure integrated network systems for Sacco operations.
- Appraise, identify, evaluate, design, implement, integrate and document the information system.
- Develop software requirements specifications and scoping of new product development requests.
- Develop scripts to automate routine and repetitive data administrative tasks.
- Plan, develop and implement the ICT budget, obtaining competitive prices from suppliers, to ensure cost effectiveness.
- Design, develop and coordinate systems, policies and procedures.
Policy formulation, implementation governance & maintenance
- Support the organization to meet and exceed organization growth targets through development and implementation of effective ICT management standards that are fully aligned with organization objectives and leverage every opportunity identified.
- Develop ICT policies and procedures within organization guidelines and provide guidance to management and staff on the interpretation and implementation of the same.
- Act as a liaison for feedback and communication with various departments and coordinate ICT activities within the Sacco
- Brief new managers and employees about ICT policies and procedures
- Provide sound and effective advice on all ICT driven activities and support managers on issues related to projects, system use, system management and maintenance, user testing, system upgrades etc.
- Maintain awareness and knowledge of ICT practices and reporting standards e.g. ISO and provide suitable interpretation to managers and staff within the Sacco while driving and monitoring strong ICT governance and ensure adherence to laid down practices.
- Continuous review and upgrade ICT systems in line with Sacco needs.
Services & Support
- Assist, lead and coordinate all the systems implementations including working with off-the-shelf applications and external consultants if need be.
- Analyze performance indicators to ensure that database is operating efficiently.
- Create and test Backups (disaster recovery); scheduling upgrades and security backups of hardware and software systems.
- Verify data integrity.
- Define and/or implementing access controls to the data.
- Ensure maximum availability of network services, electronic mail and other communications services both internally and externally.
- Ensure the Website and web mails are functioning appropriately; and are populated, updated on a regular basis.
- Evaluate user needs and system functionality, ensuring that ICT facilities meet these needs; and offering users appropriate support and advice.
- Guarantee the smooth running of all ICT systems, including anti-virus software, print services and email provision.
- Ensure that software licensing laws are adhered to.
- Provide secure access to the network for remote users and securing data from internal and external attack and keeping up to date with the latest technologies.
- Drive research and implement best practices in help desk and ICT support and ensure policies and procedures are followed.
- Champion improvement of performance, service, and product quality by review of ICT service catalogs to add missing services or make recommendations for services that are not offered.
- Monitor adherence to set Service level agreements and foster efficiency, accuracy and speed of service at all times.
- Manage the development of proper escalation and feedback channels to drive internal and external customer delight with services provided while providing various channels for communication and feedback.
- Security
- Provide support in monitoring, securing and protecting the Sacco’s ICT networks for security issues
- Monitor the installation of security software, and documentation of any security issues or breaches and champion investigation of any security breaches and other cyber security incidents.
- Stay current on IT security trends and news and drive the development of organization-wide best practices for IT security while staying up to date on information ICT trends and security standards.
- Provide secure access to the network for remote users and securing data from internal and external attack.
Projects
- Lead ICT projects delivery through a well-defined and organization aligned project planning process aligned to the laid-out IT and overall Sacco strategy.
- Ensure delivery of all ICT projects on time and on budget
- Support the Sacco in identifying relevant and resourceful ICT partners and service providers through assignment of relevant and required technical resources to drive achievement of ICT projects.
Operational Excellence
- Maintain quality service by establishing and enforcing ICT standards and values.
- Upgrade the operating system software in all servers, workstations and peripherals when necessary.
- Maintain ICT equipment.
- Quickly establish solid relationships with the Sacco leadership and ensure internal customer satisfaction by leading the collaborative development of service level agreements, adhering to those agreements and monitoring costs, quality and timeliness of ICT service delivery
- Update job knowledge by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
- Prepare ICT budget, monitor its utilization to ensure effective use of resources.
- Any other duties as required and or assigned to you.
EDUCATION SKILLS & COMPETENCIES DESIRED
- Bachelor’s Degree in a Computer Sciences, Engineering, Information ICT, Information Security or related field from a recognized university
- At least five (5) years of generalist ICT experience 3 of which must be at officer level focused on driving ICT delivery with demonstrable experience in managing a diverse range of stakeholders within the organization.
- Cisco Certified Network Associate or Microsoft SQL Server Certified Professional or Oracle certified Professional.
- Deep understanding of and hands on experience in ICT strategy implementation.
- Demonstrated ability to envision web-based services that meet consumer needs or solve organization problems with knowledge of relevant networks and technologies.
- Practical experience with deployment, optimization and operation of networks with an understanding of in-building wireless network projects, floor plans, site surveys and the fundamentals of testing
- A collaborative working style and a strong customer service orientation
- Able to conduct research and analyses of ICT with a strong knowledge of ICT trends and the ability to use current technological trends to build on organization strategy.
- Knowledge of applicable standards and governance frameworks as well as regulations within the field of ICT with a strong understanding of organization issues and opportunities
- Demonstrated success in driving process improvement and effective partnering to lead critical and significant organization change and transformation preferably with a component speaking to a digital path and agile capability and created and/or implemented supporting ICT strategies.
- High level of integrity, confidentiality, trust and dependability with a strong sense of urgency
