Job Summary
Reporting to the Risk & Compliance Manager, the job holder will be responsible for establishing and
implementing an appropriate Credit Risk Management Framework in line with the Society’s Strategic
Plan, the Risk Management Policy, the Credit and Membership Admission policies, the established Sacco
laws and regulations and best financial service industry practices.
He/she will also establish and implement an appropriate continuous monitoring and reporting
framework for Credit Risks that impact on the Sacco. The Credit Risk Officer is expected to have a deep
understanding of credit risk, of Stima sacco internal policies and procedures, and of being knowledgeable
about the industry fundamentals that the portfolio belongs to.
Key Tasks and Responsibilities
Core duties and responsibilities
- Formulation and Implementation of a Credit Risk Management Framework
• Participate in ongoing review of the Credit Management Policy and Procedures
• Champion formulation and implementation of a Concentration Risk Policy as part of the
wider Risk Appetite Framework (RAF)
• Champion formulation and implementation of an Internal Credit Rating Criteria which
aids in automation of lending
• Monitor Society Portfolio at Risk (PAR) and other Key Risk Indicators (KRIs) related to
Credit - Conduct Credit Risk Assessments for new and existing Credit products
- Identify the positive aspects and areas for improvements in businesses, geographies and thematic
risk reviews. Provide constructive and independent feedback on risk issues identified and
wherever appropriate, recommend the actions that may be taken to mitigate the issue identified - Maintain a good understanding of the requirements of key external stakeholders in respect of
credit risk management and ensure these are well understood internally and reflected in internal
procedures - Participate in conduct of Society-wide Risk Awareness Training for all Departments and
Branches at the Society - Review delegated credit approving limits, prudential limits on large credit exposures, standards
for loan collateral, portfolio management, loan review mechanism, risk concentrations, risk
monitoring and evaluation, pricing of loans, provisioning, and legal and regulatory compliance - Monitor credit risk and ensure compliance with limits approved by the board
- Measurement of credit risk taking into account the nature of the credit, maturity, exposure,
profile, existence of collateral or guarantees and potential for default. Monitor legal risks arising
from securitization/collateralization of Society Credit facilities. - Extract data from a variety of sources and use the data to build financial models that predict credit
risk exposure - Monthly reviews of the Sacco’s IFRS 9 model and its output on Current Expected Credit Loss
(CECL), Loss Given Default (LGD) and Exposure at Default (EAD). Engage on improvements of
the model and inputs into the model to ensure the Sacco is fully compliant with the IFRS 9
guidelines - Review the SACCO’s operations to ensure they meet all regulatory requirements set under the
SASRA Regulations and Risk management Guidelines. - Participate in initiation of the development and implementation of a Risk Management Dashboard
with specific emphasis on Credit Risk parameters - Participate in the Management Credit Committee and the Debt Collection Committee
PERSON SPECIFICATIONS
Academic Qualifications
• Bachelor’s degree in Business related courses, Economics, Business Management, Risk
Management, or relevant disciplines
Professional Qualifications
• Possess professional qualifications such as CPA, ACCA, CISA, FRM
Experience
• Minimum of 3 years working experience in Banking Operations, Credit, Audit, Risk Management
particularly pertaining to credit risk management, review of credit processes regarding credit
products and the operation thereof and/or Compliance practices.
