Client: A Public water utility fully owned by the County Government of Nyeri and with a
mandate to provide water and sanitation services in Nyeri Town Sub-county and its
environs,
JOB SUMMARY


The successful candidate will provide strategic leadership and guidance in the management on
financial Services, Information Communication Technology, and Human Resource and
Administrative responsibilities for the Company. He/She will be responsible for the
implementation of the existing and the development of new policies and procedures,
strengthening the financial health of the Organization while enabling efficient, effective and
seamless implementation of the activities of the Company.
MANAGERIAL DUTIES AND RESPONSIBILITIES
 Provides strategic leadership to the Company’s Financial and corporate service functions,
creating a culture of effectiveness and efficiency.
 Coordinates development and implementation of Finance and corporate services policies.
 Oversees the Company’s finance and accounting functions including Financial Planning /
budgeting, asset management, cash flow management, Taxation, variance and accounts
analysis and reporting in accordance with the IFRS, GAAP, Constitution, the Public Finance
Management (PFM) Act and Regulations, all applicable laws and regulations and the
Company’s policies and procedures;
 Oversees the company’s human resources management processes in line with the
Government of Kenya’s human resource management policies and laws;
 Oversees the Company’s administration processes in line with the Government of Kenya’s
relevant policies and laws;
 Oversees the management of the external audit process for the Company in partnership
with the office of the Auditor General and any other project audit as may be deemed
necessary by the Company donors and other development partners
 Provides financial advisory role to the Accounting Officer.
OPERATIONAL DUTIES AND RESPONSIBILITIES
 Ensures preparation of the budget in line with the Company policy and relevant guidelines
and submission to the Management and Board for approval;
 Monitor implementation of budget and Provide quarterly absorption reports
 Liaise with donors and funding agencies supporting projects and ensure compliance with
the funding / grant requirements;
 Provides periodic updates to the Management on financial services including Management
accounting reports, ICT, and human Resource related matters;
 Ensures the Division performance management through target setting, performance
monitoring and appraisal of staff.
 Approves Finance and Corporate Services Division requisitions and requests to be made to
the Management for expenditure or other approval;
FINANCIAL DUTIES AND RESPONSIBILITIES
 Coordinates the development of the Company’s annual budget of approximately Kshs
900m.
 Approves financial commitment of all Company’s expenditures.
RESPONSIBILITY FOR PHYSICAL AND INTANGIBLE ASSET
 Motor vehicles of approximately Kshs 30 million
 Furniture and fittings of approximately 60 million
 Machines and equipment of approximately Kshs 100 million
 Intangible assets of approximately 200 Million

WORKING CONDITIONS
 Works in a normal office environment (70%)
 Works in the field within the service area local and international travelling (30%)
 Working beyond normal hours including weekends
MINIMUM REQUIREMENTS
 Master’s degree in Finance/Accounting/Economics/Commerce from a recognized
institution; and
 Bachelor’s Degree in Finance/Accounting/Economics/Commerce, field from a recognized
institution.
 CPA (K)/ACCA
 Membership to ICPAK in good standing
 Senior Management course of not less than four weeks
 Relevant experience of not less than twelve (12) years, seven (7) of which should be in a
senior management position preferably in the Public Sector
